RBI Guidelines & Rules for BBPS

BBPS is conceptualized by RBI and operated by NPCI Bharat BillPay Ltd (NBBL) under the Master Direction on BBPS. Key points for retailers:

Onboarding only via authorized entities: agents must be onboarded through an authorized Agent Institution or Customer Operating Unit (COU).
Mandatory KYC: PAN, Aadhaar and photo required before agent activation.
Minimum age 18 to be registered as a BBPS agent.
Full interoperability: one agent can serve any registered biller across India, per NPCI rules.
Net-worth requirement: non-bank Operating Units must maintain a minimum net worth of ₹25 crore for platform stability.
Mandatory digital receipt for every bill payment, as required under BBPS procedural guidelines.
